Are you the Technical Project Manager who is able to manage a technical team of in-house and external experts on behalf of our customers? BLIX is currently seeking an experienced manager with knowledge of and experience with the management of the development, contracting and construction of offshore wind projects. The Technical Project Manager will be responsible for managing the technical packages (Wind Turbine Generators, Cables, Foundations and Electrical Infrastructure) in the development of offshore wind projects towards financial close.
The Technical Project Manager will be among the senior members of project team and will be part of the management team of the project. The TPM will take ownership for delivering the (technical) input for obtaining consents & permits and achieving grid connection, furthermore he will be supervising the design, contracting, construction and installation processes from the initiative phase, towards achieving ‘financial close’ up to and including the construction phase.

Key Responsibilities
- Following up on the planning and execution of the engineering and procurement of the different components of the wind farm as carried out under the responsibility of the package managers in the project;
- Ensure that all engineering and procurement activities are carried out within the requirements of the integral project;
- Ensure that the interfaces between the packages are effectively managed;
- Take proactive ownership of permitting and certification issues in relation to the technical scope and align with other workstreams in the project to timely secure 3rd party and/or certifying body approvals.
- Take proactive ownership of QAQC and HSE topics in relation to the technical scope and align with other workstreams to assure that the suppliers and contractors are operating in compliance with the project QAQC and HSE and requirements.
- Collaborating closely with PMO department in the project team on:
- The control of spends against the approved project budget in close liaison with the project Cost Controller.
- Ensuring that the activities as taken up in the technical packages comply with the overall timeline of the project.
- The identification and reporting of risks and develop mitigation measures as part of the overall risk management process.
- The identification and securing of optimizations for the project as a whole related to the technical scope, taking into account an holistic project approach.
- The emphasis in the above tasks strongly depends on the phase of the project you are working on. In this role you report to the Project Director of BLIX or the Customer.
Requirements
- A bachelor or master degree in Technology (e.g. electrical engineering, aerospace, mechanical engineering, technical business administration);
- Or you have comparable industry project management qualifications
- At least 10 years of work experience as project manager, preferably with a minimum of 5 years in (offshore) wind, electricity generating technology or oil & gas development and construction projects.
- Experience as a Package Manager in offshore wind projects is preferred; You are experienced with managing technical experts.
- Knowledge of the engineering, procurement, construction and installation aspects of offshore wind farms including electrical scope (cables & substations), wind turbines and foundations;
- A good understanding of the commercial aspects of offshore wind farms including specific knowledge of: contracts typically used (e.g. FIDIC), commonly accept commercial conditions and costs.;
- Excellent English written and oral communication skills and are a good negotiator.
